Lansing PTSO Constitution
Article 1- Name
The name of this organization shall be the Lansing Parent Teacher
Student Organization.
Article II - Purpose
The objectives of the organization are:
a. To promote the welfare of children and youth in home, school, and community.
b. To bring into closer relation the home and school, that parents and teachers
may cooperate intelligently in the education of children and youth.
c. To develop between educators and the general public such united efforts as
will secure for all children and youth the highest advantages in physical,
mental, and social education.
Article III -Membership and Dues
Section 1: Any individual who subscribes to the objectives of this organization
may become a member of this organization. Membership in this
association shall be available without regard to race, color, creed, or
national origin.
Section 2: The organization shall conduct an annual enrollment of members.
Additional members may be accepted at any time and membership
may begin on date of enrollment and shall extend through June
of that school year.
Section 3: There shall be an annual dues.
Article IV -Meetings
Section 1: General meetings of the organization shall be held during the
school year,the dates and times to be designated by the executive
committee.
Section 2: At the first general meeting an annual budget will be presented.
Section 3: At the last general meeting, newly elected officers will be installed.
Article V -Officers
Section 1 : The officers shall be a president or co-presidents;
three (3) vice-presidents, representing each school;
and a secretary-treasurer.
Section 2: Officers shall be elected annually at a general meeting.
Section 3: Officers shall assume their official duties at the first executive
committee meeting of the school year and shall serve for a term
of one year and/or until their successors assume office.
Article VI -Duties of Officers
Section 1: The president or co-presidents shall:
a. Preside at all meetings of the organization and of the executive
committee.
b. be ex-officio member(s) of all committees.
c. coordinate the work of the officers and the committees of the
organization.
d. perform such duties as may be assigned by the executive
committee.
e. represent the PTSO at School Board meetings.
Section 2: The vice presidents shall:
a. act as aides to the president( s ) and shall perform the duties of
the president ( s ) in their absence or disability.
b. represent each building
c. act as liaison between the organization and the building principals.
Section 3:
The secretary shall :
a. record the minutes of all meetings.
b. conduct all correspondence for the organization under the
direction of the president(s).
c. keep a file of all letters, reports and records pertaining to the
work of the association.
The treasurer shall :
a. have custody of all funds of the organization.
b. keep a full and accurate account of receipts and expenditures.
c. make disbursements in accordance with the approved budget.
Section 4: All officers and committee chairmen shall:
a. deliver to their successors all official material, not later than ten
days following the transfer of official duties.
Article VII -Executive Committee
The executive committee shall consist of the officers of the organization;
the principals from the school, teacher representatives from each school,
and chairmen of standing committees: publicity and hospitality.
Article VIII -Duties of Committees
1. The program committee will initiate and promote all programs and
projects of the organization.
2. The publicity committee will use all types of media to publicize all
programs and projects of the organization.
3. The hospitality committee will provide refreshments at all public meetings.
4. The membership committee will conduct an annual membership drive
in September and October .
5. The scholarship and award committee will select scholarship recipients,
citizenship award recipients, and otherwise promote academic awards
presentations.
6. The fundraising committee will initiate and promote all fundraising activities.
7. The nominating committee will consist of three past presidents of the
organization who will recommend active members for offices.
All committee chairmen are accountable to the executive board.
Article IX -Amending
The constitution can be amended with a majority vote at a general meeting
having an attendance of at least 10 members.
Amendment I *
Refer to Article V, Section 1: The officers shall be president or co-presidents;
three vice presidents, representing each school; and a secretary ,
and a treasurer.
Refer to Article VI, Section 3: The secretary shall:
a. record the minutes of all meetings.
b. conduct all correspondence for the organization under the direction
of the president(s).

of the association.

Amendment II
The Lansing PTSO Constitution shall be amended with the following paragraphs:
1. Notwithstanding any other provision of these articles, the corporation is
organized exclusively for one or more of the following purposes: religious,
charitable, scientific, testing for public safety, literary, or educational purposes,
to foster national or international amateur sports competitions (but only if no part
of its activities involve the providing of facilities or equipment) or for the
prevention of cruelty to children or animals. The corporation shall not carry on
any activities not permitted to be carried on by a corporation exempt from
Federal income tax of the Internal Revenue Code of 1954.
2. No part of the net earnings of the corporation shall inure to the benefit of any
member, trustee, director, officer of the corporation, or any private individual
(except that reasonable compensation may be paid for services rendered to or for
the corporation), and no ember, trustee, officer shall be entitled to share in the
distribution of any of the corporate assets upon dissolution of the corporation.
3. No substantial part of the activities of the corporation shall be carrying on
propaganda, or otherwise attempting to influence legislation, or participating in
or intervening, in any political campaign on behalf of any candidate for public
office.
4. The organization's assets shall be permanently dedicated to exempt purposes.
Upon the dissolution of this organization, assets shall be distributed for one or
more exempt purposes, or any future Federal tax code, or shall be distributed to
the Federal Government, or to a state or local government, for a public purpose.
Amendment III *
Refer to
Article V, Section 1 (6/85):
The officers shall be a president or co-presidents; three (3) vice presidents,
one (1) representing each school; nine (9) assistant vice presidents as follows:
five (5) at the elementary school representing each grade level,
two (2) at the middle school (one for grades 5 & 6, and one for grades 7 & 8),
two (2) at the high school (one for grades 9 & 10, and one for grades 11 & 12)
a secretary and a treasurer.
Article VI, Section 5 :
The assistant vice presidents shall:
a. act as aides to the vice presidents and shall perform the duties office
president during their absence or disability.
b. represent their grade level
c. serve as chairman of committees
